Michael Hopkins

Senior Associate General Counsel
Michael Hopkins is an Associate General Counsel in the Office of General Counsel at the Áù¾ÅÉ«ÌÃ.
Hopkins's primary focus is litigation involving the Texas Áù¾ÅÉ«Ìà Health Sciences Center.
Prior to joining the Office of General Counsel in 2024, Hopkins served as a judge advocate in the United States Air Force, retiring after 20 years. As a judge advocate, Hopkins served as a prosecutor, defense counsel, policy attorney, and twice as a staff judge advocate.
Hopkins received his bachelor’s degree in political science and economics from the University of Nevada, Reno; a juris doctor from Southern Methodist University; and his master of laws in national security and U.S. foreign relations from George Washington University.
He is a member of the State Bar of Texas.
